As part of the City of Los Angeles Proposition Q Bond Program, IBI Group in Association with HOK was responsible for the Los Angeles Metro Detention Center project consisting of a new 512 bed Central Jail Facility and Los Angeles Police Property Division of approximately 179,000 SF with required parking located at the corner of Los Angeles and Temple Streets. This stand along facilities replaces the existing 440 bed Central Jail in the Parker City Complex.
The jail facility is a “Type I” standard, local detention facility used for the holding of persons, both male and female, for not more than 96 hours. Due to its prominent location within the downtown Civic core the positioning and architectural elements were important addition the areas fabric and needed to respond to its surroundings. The use of architectural stone, metal panels and glass were used to break the façade’s large mass and accentuate the entrance as well as administrative functions of the facility.
The project followed strict City and State Requirements for Correctional Facilities designing to fits the City’s functional requirements within the stipulated budget. Hierarchy of Access, Surveillance and Security Controls within the functional program is a key to this successful project. The facility features state-of the-a video visitation, courthouse video arraignment as well as transfer of inmates to courthouse and L.A. County Sheriff Jail. The Major Facility Key Components of the Project include: Metro Jail (150,000 SF) and Property Division (29,000 SF).
